<p class="wp-block-paragraph">An important update regarding contributions to the <strong>National Pension System (NPS)</strong> for Central Government employees covered by NPS has been published by the <strong>Ministry of Personnel, Public Grievances, and Pensions</strong>. The <strong>Central Civil Services (Implementation of National Pension System) Rules, 2021</strong>, are emphasized in this update, which includes specific guidelines for contributions, suspension, deputation, probation, and other matters. <p class="wp-block-paragraph">According to <strong>Rule 6</strong> of the <strong>Central Civil Services (Implementation of National Pension System) Rules, 2021</strong>, the NPS operates on a defined contribution basis.</p>



<p class="wp-block-paragraph"><strong>This is the rule:</strong></p>



<p class="wp-block-paragraph">Every month, government workers are required to contribute <strong>10% of their pay</strong> to NPS. The Government may notify any changes to this percentage. The amount of the contribution will be <strong>rounded up to the next higher rupee</strong>.</p>



<h3 class="wp-block-heading"><strong>Contribution Throughout The Suspension</strong></h3>



<p class="wp-block-paragraph">Employees may choose to contribute to <strong>NPS during suspension</strong>. However, the contribution is calculated based on the emoluments entitled during the suspension period if it is later treated as duty or leave eligible for salary.</p>



<h4 class="wp-block-heading"><strong>Additionally</strong></h4>



<p class="wp-block-paragraph">The subscriber&#8217;s <strong>Individual Pension Account</strong> will be credited with any applicable interest that is the difference between the contributions they made during suspension and the amount that is due. The government will set the <strong>interest rate</strong>, which will be the same as the rate used for deposits into the <strong>Public Provident Fund</strong>.</p>



<h3 class="wp-block-heading"><strong>Contribution During Deputation Or Absence</strong></h3>



<p class="wp-block-paragraph">During absences for which there is no pay or leave pay, there will be <strong>no contributions made</strong>.</p>



<p class="wp-block-paragraph">Employees who are deputized to departments or organizations run by the <strong>Central or State Government</strong> are required to continue making the same contributions to NPS.</p>



<h3 class="wp-block-heading"><strong>Contribution While On Probation Or Serving Abroad</strong></h3>



<p class="wp-block-paragraph">Employees must continue to contribute to <strong>NPS during probation</strong>.</p>



<p class="wp-block-paragraph">The <strong>Pension Fund Regulatory and Development Authority (PFRDA)</strong> and the government must be followed when making contributions during <strong>foreign service</strong>, including serving as a deputation to international organizations like the <strong>UN or the IMF</strong>.</p>



<h2 class="wp-block-heading"><strong>Procedure For Contribution Deductions</strong></h2>



<p class="wp-block-paragraph">By the <strong>20th of each month</strong>, the <strong>Drawing and Disbursing Officer (DDO)</strong> is in charge of deducting contributions from employee salaries and sending the information to the <strong>Pay and Accounts Officer</strong> or the <strong>Cheque Drawing and Disbursing Officer</strong>.</p>



<h3 class="wp-block-heading"><strong>Additional Actions Include</strong></h3>



<ul class="wp-block-list">
<li>By the <strong>25th of each month</strong>, the <strong>Pay and Accounts Officer</strong> or an equivalent will produce a <strong>Transaction ID</strong> and a <strong>Subscription Contribution File</strong>.<br></li>



<li>By the <strong>last business day</strong> of each month, the contribution must be sent to the <strong>Trustee Bank</strong>.<br></li>



<li>Contributions are paid out on the <strong>first business day of April</strong> for the month of March.<br></li>



<li><strong>Interest will be credited</strong> for any time contributions are not credited due to circumstances beyond the subscriber&#8217;s control.<br></li>
</ul>



<h2 class="wp-block-heading"><strong>Request For Strict Compliance</strong></h2>



<p class="wp-block-paragraph">All <strong>Ministries and Departments</strong> have been requested by the <strong>Department of Pension and Pensioners&#8217; Welfare</strong> to ensure that these regulations are strictly adhered to. For effective implementation, personnel handling <strong>NPS matters</strong> must be informed of this information.</p>
